No, they aren’t removed from the board. If they were, then any plane not removed could be recognized as a voluntary glider and shot down, which takes that tactic out of play entirely. At some point it will become apparent that no one is going to chase them: then its OK to take their counter off the board and resolve whatever has to be resolved to get them to the ground (including switching their engine on and flying home if applicable).
