The target is a kill as soon as either of those happens. However they could, as far as the shooter knows, have just switched off their engine. Therefore the rules allow you to shoot at a gliding plane. In fact they specify that you go up a table when you do that. If they are actually a kill the shooter gains nothing by shooting at them, and loses because he is distracted from a more profitable (i.e. one that can shoot back) target.

No, they aren’t removed from the board. If they were, then any plane not removed could be recognized as a voluntary glider and shot down, which takes that tactic out of play entirely. At some point it will become apparent that no one is going to chase them: then its OK to take their counter off the board and resolve whatever has to be resolved to get them to the ground (including switching their engine on and flying home if applicable).
